Leonardo Rossetti if you are working on this, can we make sure msb will still work if mdc is not provisioned. Perhaps use the mdc env var to determine if it's provisioned. The reason is that it's likely mobile services will only turned on for PDS and POC first, and disabled in production for 1.5 release. But msb needs to work with both scenarios.
