Carry out research to find out if Patternfly 4 UI framework can/should be used in this project.
Is it GA?

WHY

Tech stack hasn't been fully decide, and an investigation would be useful to determine whether Patternfly 4 is still in tech preview or its a solid release that we can leverage.

HOW

• Check Patternfly website/repos for any information that would indicate the current stability of Patternfly 4.
• Contact the team working on Patternfly for direct advice on if it is ready to be used
