There are some differences in these test compared to the specification. We've asked the Mozilla SimplePush developers and the difference is because the scaling server that they have built which is that the tests are for. The recommendation from them is that is we are expecting more than 200,000 simultaneous connected users those changes would not be required.
At this stage I don't really think we are expecting such a high number of connected users and think we should move this task to a future target.
