I didn't try to configure the cluster with mobile services but the cluster came up. Maybe you meant that the full setup didn't work?
I recall there was a couple of mails/discussion about the holy war that was oc cluster vs minishift for local development. The blocker for minishift being the issue the one you mentioned about not being able to test on a device on a different network. There is an open issue in github [1] and a discussion on the community board [2] about it. I've left another comment in the github issue to see if there is any update. Last activity 28 days ago.
[~jhellar] could you add the login creds for the new cluster to the engineering keepass?
