@gercan has started some work around this in JBoss Tools, The Aerogear Eclipse Plugin, can now create the structure of Cordova project which is BTW Cordoca CLI compliant. For now, there only Android support but iOs work is ongoing.
Regarding a Forge Plugins, that is something that needs to be investigated and coordinated with @gercan to avoid any overlap.
