this makes no sense; the application developer can choose the values for the category (or soon categories); Of course if the they want they can even reflect that in the app they build as well (so let the user 'tag' his categories).
However it's not really a good idea to move the data around on the admin UI; As Luke said the app would override that; it's only meant for an application, to 'tag', based on 'current' needs...
