once dev work is completed, we should:

1. Add a new tag to mdc, and push the docker image. I propose we use `1.0.0-alpha` as the tag.
2. Update mdc-apb to use mdc docker image with this tag, and build another image. Use the same tag value.
2. QE can test against this tag.
3. If there are other bug fixes, we will get them fixed, and repeat step 1-2 and bump the tag value.
4. Once QE is happy, we will create the final tag `1.0.0` for mdc and mdc-apb.

Laura Fitzgerald are we ok with this? I am not sure which tag we should use against docs though. Should it just be the `latest`?
