Once AGPUSH-113 is there, this is a really nice enhancement.
When the PushEE server starts in DEV mode, we can try to drop the DB on 'first deploy'.
On Production, we do not do the same
However even on 'development' mode dropping the DB on 'first' deploy is not always needed (e.g. when testing migration etc)
