If you make browser window small enough to switch to responsive mode,

you will notice the menu control changes from "Admin" to "hamburger" icon.

But in this mode, the menu can't be opened.

Furthermore this is inconsistent with the Account Management, where menu lacks responsive mode and links are just displayed with any screen width.
