From what I can see, both approach has pros and cons. But I think we should go with approach 1. A few reasons:

1. the work is almost done, while for the other approach we have to look into if source code debugging is working for the other
2. it doesn't require developers to setup local nuget.
3. the workflow is simpler for developers.

So I am happy to continue with approach 1 for now. But let's keep the scripts from approach 2 anyway. Maybe we can actually support both in the future.
