Do some initial investigation into how we could specify an external UPS instance when provisioning a UPS service and how this service can be integrated with the sidecar

Look at what updates need to be done for the APB
eg: external service url, auth

Check how the sidecar could know about this external UPS as its currently configured to access the one in the same pod

Check what needs to be considered with regards to auth when making requests to external UPS
