It does have an effect, when there is a push, that does not qualify for a topic (e.g. alias usage)
By design of GCM-3 this is something we can't control.

I think we could release note this, that for categories, the 'disable' is not working on Android, due to the underlying implementation of GCM-3 for devices that are using AGDroid 3.0.0+.
