I'm not sure and maybe Bruno could confirm but you might need to tweak KeyCloak to support clustering. This might interest you :

http://docs.jboss.org/keycloak/docs/1.1.0.Beta2/userguide/html/clustering.html although it do not mention mod_cluster.
