I hope this will bring goodness for both..
I've tried 3scale, it has some nice capabilities e.g. more granular metric and policy, and it has billing capability that currently APIMan doesn't have yet.
But I like APIMan because its flexibility to create plug-in, it has so many policies (rules) that already provided, policies can be added in API definition, plan (contract) and event client app definition. In 3scale, AFAIK, we have to manually doing LUA scripting in the NGINX for creating policy, even just for simple policy e.g. IP address white list.
And I like APIMan since it use Java :-)

Hey everyone. I'm sure that by now many of you have heard about Red
Hat's acquisition of 3scale, a commercial vendor of API Management
software. If you're wondering how this impacts apiman, I have written a
