The JCP.Next has added the role of "Members".Basically, to be "officially" part of the Expert Group you need to sign the JSPA (https://jcp.org/aboutJava/communityprocess/JSPA2.pdf), apply to be a JCP Member (https://jcp.org/ja/participation/membership_submit) and then the Spec Lead gets you in (or not).
