Unfortunately, the tzupdater didn't help - the problem still persist.
Unchecking the DST adjustments check box on Windows solves the issue.
However, the SimpleTimeZone is unable to recognize DST (inDaylightTime()) in both cases.
Also, while it's possible to uncheck it at home/personal env, it's not likely an
option at work where admin utilities typically run every time you logon to ensure that
admin policies applied (e.g. DST checkbox is checked).
So, we may consider using other options for string to date format.
