Typically the way this is handled is to have two distributions. One distribution is the "binary" distribution intended for using Forge. The other is a "source" distribution intended for hacking on Forge, which of course also contains the binaries to run it. The JavaDoc belong in the source distribution but not the binary one.
As long as we don't add too much size to the distribution ZIP file, I think that's OK. Otherwise we should leave them for download online.
