The issues is no ZIP exists. This part https://github.com/forge/core/blob/1.2.2.Final/project-model-maven/src/ma... doesn't seem to check the package type. This doesn't look possible at a first glance in Aether. I'm not sure how I feel a pinging the URL. If I get some time I'll see what I can do over the weekend.
