The plugin should primarily:
- Add a <security-constraint> entry to the web.xml file.
- Introduce a SecurityFacet for interoperability with other plugins
- The ScaffoldPlugin could create entries for the login and login-error pages if the
SecurityFacet is enabled in the current project
