A branch or tag with the name of the Forge API version used will now automatically be
picked up by Forge as new plugins are installed. If no branch or tag is found matching the
current Forge Runtime version, the HEAD version is used.

Forge should print a list of incompatible plugins at boot time instead of crashing or
failing to load any plugins.
Forge will take advantage of this functionality automatically.
Plugin authors should be able to specify a branch or tag in version control to correspond
to specific versions of the forge API.
