I actually have not committed any change in Forge concerning this problem. Before I do that I need to check whether everything works fine. Unfortunately I don't have environment with user/password protected proxy. So I would appreciate your help.
I have attached to this JIRA a zip (module.zip). Please extract it under your <forge-dir>/modules/org/apache/commons directory. Then please start forge and try again installing the arquillian plugin.
