Right now Furnace has experienced some race conditions while loading addons, mainly
because {{MISSING}} is the initial state. This behavior is ambiguous, because the same
state is used for addons that were loaded but had missing dependencies
We should introduce a {{NEW}} state that should be used as the initial state.
