Forge is part of JBoss Tools, so you need to install the jbosstools-forge plugin, exactly as in your screenshot.

Every time a new Forge release comes up, I update them, so you should always get the latest version.

if the process is just put some jars into eclipse plugin folder and jboss tool has modules only for forge, probably we can get only the forge's jar.
