No sadly I cannot because we have to launch it before we generate the manifest and in maven a mojo cannot know which lifecycle step is launched.
Can we enforce it to be used on 'deploy' but not on 'install' ?
Having this in all deployed SNAPSHOT will be important and I'm afraid one will forget to add the -P flag.
