Usability concern! :)
I would say that icon should indicate "current" state and not the "next" state.

We have an open issue related Enabled / disabled user icons:

It looks like that enabled users have a grey icon with a "disabled user" alt text, and disabled users have a green icon with "enabled user".
Our first thought is wondering if the icons are mixed.
If not, if grey icon are for enabled users and green one for disabled users, may be the alt text should represent the action instead the state.
Or may be, it can be more clear to have a different icon for enabled / disabled.
What do you think ?
