We couldn't delete by configuration, the sites defined in *portal.war/WEB-INF/conf/portal/portal-configuration.xml* (unless with overriding the whole file).
I 've attached a patch to do it easily by configuration:

By using the attached patch, we can easily erase a portal definition, or even a portal template definition. Here is an example of "how to use it", simply define this component plugin:

A gadget is always accessible from a dashboard whatever its access permission was set. However, this setting is considered (applied) if we try to add a gadget directly to a page.
Use case:
. login as root/gtn
. go to portal/private/classic/administration/registry
. go to "Gadgets" category
. choose "Calculator" gadget and set its access permission to "*:/platform/administrators"
. create a page "test" (with default access permission: Every), and add the Calculator gadget to it
. save
. logout, login as demo/gtn
. go to portal/private/classic/Tab_0 (click on dashboard link from the toolbar menu first)
. add the Calculator gadget to the dashboard (can add with no problem)
. go to portal/private/classic/test ==> empty page !!! (no permissions to view the gadget)
