Currently if we want to specify a publication date for a page, we are required to set a
start time and an end time, it should be setup so that the user can specify one, or the
other. or both.
If only the start time is specified, then we publish the page at the time and have the
page exist until someone wants to change it. This would be the same as specifying an
infinite end time or the same as if someone created the page at that time and didn't
specify publication settings.
If only the end time is specified, then we should publish the page immediately and remove
it at the specified end time. This would be the same as setting the start time as the
current time.
