I found one case for this bug:
1. Login by root
2. Click "Site" on top navigation
3. Click "Add New Portal" button to create new portal
4. Delete portal that has just created on step 3.
5. In this page, refresh browser and we always see a message "The portal is not
existed or may be deleted"

Sometimes (could not reproduce) while working with portal administration (login as root
-> clik "Site") i've got an information window with the message:
"The portal is not existed or may be deleted"
i guess, the correct message should be:
"The portal does not exist or it may have been deleted"
Another problem with it is, that the message is being viewed even when the portal exists
- but it happens sparsely and i don't know how to reproduce that.
