And to answer your question, I can reproduce it with default server running in lab, local
browser (ff/chrome) with clean cookies and no usage of any stress-testing tool.

I'm getting message in portal log when accessing portal on loadbalancer:

Invalid cookie. Value not a token or quoted value
This doesn't cause any issue, but wasn't present at EPP5.x version.
