When changing the redirects order, the change is not persisted when saving it. It is important to have such feature so that it can be used to set more specific redirects to be evaluated first than other more broader (eg: iOS site vs mobile site).
Note: GTNPORTAL-2925 added the support in the UI for doing such change.
