The full error message is
"Page Not Found
You do not have permission to view this page.
Page can be deleted.
This node does not have any pages."
What you have done in page management is to delete the page, not the node, this should be
expected behaviour from the error message. What is strange is that I don't see the
dashboards in the node management, I would have expected to see a node in there set as
visible with no page attached.

When I add tab (tab_name) on Dashboard and go to Page Management, delete page
(user:root:tab_name), page is deleted, but tab on Dasboard remains and there is "Page
not found" when click on tab.
