Resolution: Done
When creating a SiteQuery the default limit is set to 15, which is why the site was not
showing up. Increasing the limit on the pagination for the SiteQuery fixed the issue.

When creating new site of type SPACE, it is created, but is not listed by query
SiteQuery.Builder().withSiteTypes(SiteType.SPACE).includeEmptySites(true).build().
But it is found when access it directly by:
portal.getSite(new SiteId(new Group("{name}", "{name}")).
