LocalePolicy is now configured in
gatein.ear/02portal.war/WEB-INF/conf/portal/web-configuration.xml, but docs is saying
gatein.ear/lib/exo.portal.webui.portal.jar/conf/configuration.xml which is not correct.
Docs needs to be fixed.
