Steps to Reproduce:
1. Login to EPP
2. Open Dashboard page
3. Select "Dashboard editor" - "Edit page"
4. Click "Edit Portlet" (Pencil) icon of Dashboard portlet
5. Select Access Permission" tab in the modal panel.
There's "Access Permission" tab of Portlet edit window
in Dashboard edit mode. How does it behave?

What is the function of "Access Permission" tab of Portlet edit window in
Dashboard edit mode; especially the case of the login user has not admin permission.
How does "Make it public (everyone can access):" checkbox behave?
If it have no function, please delete it.
