I guess I should have been more specific as you might not be testing this against the
latest from svn head.
Currently running off of revision 7207 which still has the issue. This is an issue which
was brought in by the shindig 2 update (revision 7070).
Tested using Firefox 3.6.17 and Chrome 13.0.782.112, and no, this is not a browser cache
issue.

Steps to reproduce:
1) login as a user
2) add a gadget to the dashboard (for example the RSS gadget)
3) click edit gadget
4) notice that there are no text input boxes to change or view the current preferences
