Actually this is constrained by the JSR 286 API and the
javax.portlet.BaseURL#write(Writer,boolean). I will bring this concern to the expert group
of JSR-362.

Currently the org.gatein.pc.api.URLFormat only cares about xml or html escaping for the
url. There are other escaping situations that we need to consider (for example, javascript
with escaping like /x26 for &).
