Resolution: Duplicate Issue
I've confirmed that this issue doesn't exist in the upcoming version of EPP or
GateIn.
If you don't want the producer to require registration, you can just specify an empty
<producer-configuration/> in the configuration file.
Specifying an empty registration-configuration element will make the producer require
registration, albeit without any requiring registration properties.

The initial WSRP producer file "wsrp-producer-config.xml" does not allow to
configure the property "RegistrationRequired". This would be useful for avoiding
manual installation steps after fresh portal setups.
