Suggested solutions for this issue:
1. Introduce web application name as prefix of portlet preference 's identity.
It's possible store portlet preference under the node mop:customizations/mop:webApp.
Potential problem with this approach is the loss of data in case the portlet application
is renamed
2. Use a portlet-registry.xml with configuration on how portlets in the web application
are registered in the registry service, and implement a WCI listener processing this
portlet-registry.xml

If two portlets have the same name as defined by PortletInfo.getName() (i.e. the name
assigned to the portlet in portlet.xml), then it will be impossible to create content for
it (via CategoryDefinition.createContent()).
