I traced out that we only save properties of nodes or navigations when we save them. We
don't save the order of nodes of navigations to jcr. Now, we must discuss about this
issue.

* Go to Group Navi ( Portal Navi) --> click edit navigation --> right click one
node --> select move up / move down --> on start tool bar portlet --> display
node is changed but when check again in navigation --> order of nodes does not change (
