Description:
we currently move to use jQuery.serialize() in UIForm.js. When an input have value, the
serialized value will be that value, not "true" or "checked"
--> problem is in UIFormCheckBoxInput#decode() method, it's checking for
"true" value
For example: Go to Application management portlet --> can't add an application to
category, due to problem with jQuery.serialize() method

In UIFormCheckBoxInput#processRender() method, we should remove this snipet

It will create bug when we move to use jQuery.serialize() in UIForm.js.
