When changing the conditions order in a redirect (order is important as to trying to keep
less expensive conditions on top, so they are evaluated first) and saving the redirect,
the order is not changed, it keeps existing order.

From this code, it seems that when the condition is found it simply
build/updates the condition, not changing the order.
