In org.exoplatform.webui.core.UIPortletApplication we have

abstract public class UIPortletApplication extends UIApplication {
private int minWidth = 300 ;
private int minHeight = 300 ;
....
}

These properties are not used properly and absolutely we can use CSS instead to set the
minWidth and minHeight
