we have special a membership type and a group which are configurable to add navigation for
the group that the user is in. in this case, by default they are "manager"
memnership type nad "/platform/administrator" group. so it's not a bug
Still add navigation when user does not manager of any group

Still add navigation when user does not manager of any group
Steps:
* Create new user
* Add this user into group that can edit current portal (
member/platform/administrator)
* Login by new added user
* Click on group link --> Click Add Navigation --> Still show a group which has
created at step 1 in list of Group to add navigation
--> Error
( It must be show message : " user doesn't have permission to add
navigation"
