Quick fix so that the tests pass and we can release CR02. The real issue will be addressed
for GA.

In essence, commonInitCookieTest assumes that a refresh of the consumer will occur. The
problem actually stems from the fact that the transition from no cache to cache is not
properly handled in ProducerInfo.
