I was about to create new jira for this but finally I saw it as similar issue :)
I was trying to configure theme for specific portlet in pages.xml today
(http://community.jboss.org/message/596741) and I think that this should be documented in
Ref.Guide because the format isn't very intuitive:

Makes sense to me. The format is actually
<theme>SkinName1:ThemeName1::SkinName2:ThemeName2...SkinNameN:ThemeNameN</theme>.
I guess this allows you to define multiple skin->theme mappings.

I found the correct format at following snippet of UIPortlet.java:
