This issue goes deeper. Even if I fix the issue with public mode checkbox, there is a new
one. Permission settings dialogue:
On Edit page:
1. Add app registry portlet on page.
2. Switch to view mode, view page properties, uncheck make it public.
3. Select permission.

The permission is selected, but the same permission is selected in the app reg portlet
preview. After trying to add new permission, the popup window with groups and memberships
is not present on screen (actually it is present, but it's behind the page properties
window thus not visible).
When using portal:
1. Add two app registry portlets on page, go to that page.
2. Select distinct portlets on those portlets - we want to select different permission for
two distinct portlets.
3. On the second app reg portlet, select some permission.

Steps to Reproduce:
1. Log in as root
2. Edit page - add Application Registry portlet
3. Switch view mode - View page properties - permissions settings - uncheck Make it
public
There is no Add Permission button. When click Edit permissions settings and Select new
permission, the Add Permission button appears in the Access permissions tab, but is not
clickable. When switch view mode back, then it works fine.
