If the TomcatGateInServlet is being added twice, its a bug somewhere else, most likely a
problem with the shutdown of the service or when the war gets undeployed (see pull 6 and
GTNWCI-41).
Checking if the servlet is already added before adding it is going to hide the real issue.
There should be an error thrown in this situation.

Thanks for the comment. It came mostly from WSRP testcase. It is too late to fix for
3.5.0.Beta02 at this point so we'll need to look after and fix for Final. I will
assign to you so take a look and check with WSRP part once you are back.
