This detail was specifically left out because we will need to clarify the requirements. Also, the way you described, the Agent is not necessarily part of the package but a payload of the package. Users can download an Agent via the distribution but is not an active service of the distribution; for example Metrics is an active service, Agent is not. The focus of this first email was on active services.
