You have to either download Neon from http://www.eclipse.org/downloads/eclipse-packages/ or just download JBoss Developer Studio (http://tools.jboss.org/downloads/devstudio/neon/10.0.0.GA.html) which is a complete offering that includes the correct Eclipse packages.
