And BTW I am not sure I would categorize this as a 3rd PU bootstrap phase. It is just a poorly thought-out integration between 2 specs in terms of timing of availability. To me a new phase would mean a generalized PU bootstrap concern, not a singular concern between 2 specific EE components.
